IMPORTANT: Save SCC Green Spaces Status – March 30, 2025

Ellie Notes  – March 30, 2025

We had a phenomenal turnout for the Special SaveSCC Informational Meeting on March 27, 2025, at the Rollins Theater.

Thank you to every person who attended the event, and my apologies to those who could not participate in the meeting due to space constraints of the venue. We have been working to overcome venue challenges and costs with the CA board as a new, 501(c)(3) organization. With this change, we hope to become a CA recognized organization, according to the CA’s facilities policy, in regard to room-charge policy for rental, security deposit and set-up charges for all CA venues in the future at little or no cost.

The meeting and facts leading up to the development fight with ClubLink were presented by me, as President and spokesperson for SaveSCC, based on extensive research and consultation by our teams over the past three years.

We have also enlisted the support of Hillsborough County staff, commissioners and their staffs; SCC Community board members, past and present; community residents with applicable knowledge as professionals in Land Use, Planning, Real Estate Development and Law, as well as pro bono experts from other communities conducting similar fights to save their communities from redevelopment of their golf courses.

Additional impromptu speakers were Ron Clark, who spoke as a private citizen, lives on Caloosa Greens, one of the courses for proposed development. Ron also answered questions as CA President. Thank you, Ron!

Ricki Bauman, member of the Hillsborough Land Use Appeal Board for special use permits and variances from zoning regulations, also spoke. Ricki is a community resident, member of local civic organizations, and realtor.

She spoke of the importance of speaking and being a party of record at public meetings, which will be noticed and held by the county once ClubLink files its application and project details with Hillsborough County. Anyone’s standing to oppose development rests on their participation as a party of record in the initial Land Use Hearing Public Meeting. Thank you, Ricki, for your wise words!

We had another notable attendee from Hillsborough County Commissioner Joshua Wostal’s office – his aide, Ryan Becker. Ryan commented to me after the meeting that our analysis and presentation was “spot on” for its research and our insights concerning the ever-changing landscape regarding the laws, land development code, comprehensive plan and community affecting what is allowed at any given moment. Thank you Ryan!

Based on our anticipation and popular demand, we proactively arranged before the meeting for a repeat of this vital information session date and time to be determined. We tried to advise those turned away from this meeting of the upcoming meeting but that didn’t always happen.  The updated SaveSCC Postcard is attached for your information and friends.

As we did with our March meeting, we will be available beforehand for special concerns and/or obtaining SaveSCC collateral materials and promotion items (tee-shirts, window clings, etc., for a donation). If you want to get a tee-shirt, this would be an opportune time.

At the April meeting, I will skinny it down and zero in on the punch line more. Unfortunately, the end got somewhat off track due to unplanned speakers, issues with room occupancy and folks leaving to get home on golf carts before dark.

What we attempted to explain as some attendees exited and we got cut off bares mentioning again here:

ClubLink has not, and will not, go away. This company has pursued numerous similar projects in both Canada and the U.S. So, they have a long track record. They have time, money, experience and expertise on their side.

They will file an application for development when it is in their best interest to do so. We have no idea of what their timing is, but their intent is crystal clear – build residential or even commercial multifamily senior housing – single family homes, villas or duplexes, and/or senior housing. They intend to develop, because that’s where the money is, and their prime target is Sandpiper, per their own annual report to investors. But no ClubLink property is safe.

ClubLink filed a Notice of Intent for Projects Under the Live Local Act (LLA) to keep their options open. The requirements for Live Local Project continue to change and evolve. Each county’s interpretation of what qualifies is different and evolving. Per the County’s website on this program, “As this is a new program, please check back often for new information as we gather experience and clarification regarding these new guidelines.”  ClubLink submitted on February 28, 2024, and Hillsborough County’s  the most recent LLA code amendment was adopted by the BOCC and became effective on Sept. 12, 2024. ClubLink could be grandfathered or under the updated rules. That remains to be seen.

So let’s be perfectly clear, today’s Hillsborough’s interpretation under the Live Local Act, memorialized in the Land Development Code, limits zoning districts that qualify for consideration in Hillsborough County to BPO, OR, CN, CG, CI, or M. Therefore, as of now, properties with planned development or RSC-6 zoning ( the 7 courses they own in SCC)  are not eligible for consideration under that interpretation of the Live Local Act. Right now, however, other Florida counties, including Lee County, interpret the Live Local Act law differently. In Lee County, non-residential and mixed-used Planned Development (PD) zoning districts may be used for Live Local projects.

There have been and will continue to be challenges in the courts to clarify under LLA what does or does not qualify or apply under what circumstance and terms. There are many unknowns and ambiguities when trying to apply and use the law’s benefits. Only time will tell if this is really the avenue that ClubLink will take. And if they do, does LLA apply, and whether they intend it only for a portion of the properties or subset of their overall project.

SaveSCC will continue to work only with sufficient involvement and support from all of the community,  and hopefully, the CA. There is significant work to be done and resources – people, money and time are essential to our success. We are assessing the community’s commitment level, and will continue to do so to gauge our level of involvement and ongoing efforts accordingly.

Success in this endeavor takes an army, and everyone has something to contribute. We need generals, lieutenants, staff sergeants and privates. It will take a village mobilized as an army, and we are ready and prepared to lead us to victory. BUT, we can only do this if we are resourced properly.

We are surveying the entire horizon and doing a deep dive in every facet of this challenge. To reach our potential, we need to pursue our goals and find every bit of competent, substantial evidence that supports the protection and preservation of our golf courses for future recreation use. This is the future we seek. It is about the health, welfare, lifestyle and safeguarding our residents and their investment here. It is our collective responsibility to ourselves, our community, one another and those yet to come to Sun City Center. It is a fight for our future we cannot afford to lose.

So, if you could not attend our recent Informational Meeting, I pledge to hold them in the near future until we have provided everyone with the opportunity to hear the details, ask their questions and make their own decision about what they can contribute to the effort.

As I said before, we will hold our next Information Meeting – a repeat performance, back by popular demand, on April 10, 2025, at 6 p.m. in Rollins Theatre. We’ll be available before the meeting begins for donations, tee shirts, volunteer opportunities and special questions. Come see for yourself what it is all about and what you can do to protect our green space and golf courses, if we unite.

Additional meetings are in the planning and will be scheduled once SaveSCC is adopted  and listed by the CA Board in the Facilities Policy indicating our status with respect to room rent, deposits and room set-up fees for all CA facilities, including the Community Hall. CA facility access and related costs changes for us are occurring as I write this. The CA Board has been researching this and is addressing our request in the coming weeks at the upcoming board workshop and board meeting for adoption in the Facilities Policy.

Other than an informational session, the best place to get information and know what is happening, is our email blast or website. You can sign up as a member and receive our email blast by registering as a member at https://savescc.org/114-2/. Our SaveSCC website is at https://savescc.org.

Please share this email with your friend, neighbors, and associates. We need to spread the word, and you can help! Pass it on!

I hope to see you at one of our upcoming Informational Sessions.  Most importantly, after you know the facts, I want you to be a volunteer and/or donor and support us. We need you!

There will be special meetings for volunteers to get everyone on board with the detailed work at hand, and assemble the leadership and teams to execute the work. However, we will conclude the informational meetings and recruitment effort before the volunteer kickoff meeting.

Thanks for reading! Any thoughts, suggestions, or questions are welcome.

IMPORTANT: Save SCC Green Spaces Status – March 15, 2025

Ellie’s Notes – Save Sun City Center – March 15, 2025

Hello All,

ClubLink submitted their Notice of Intent for Proposed Project Under Live Local Act in three separate letters for North Lakes Course, Sandpiper and Caloosa Greens:

Those Notices of Intent are linked here for your review. These are Notices of Intent; no projects have been submitted as of March 6, 2025.

LIVE LOCAL ACT

Per Google  “The “Live Local Act,” enacted as Senate Bill 102 and effective July 1, 2023, is a Florida state law designed to increase the availability of affordable housing by allowing developers to preempt certain zoning restrictions for multifamily and mixed-use developments.

Here’s a more detailed breakdown:

  • Purpose:

The Live Local Act aims to encourage the development of affordable housing in Florida, allowing developers to build residential and mixed-use multifamily rental developments with a significant portion of units designated as affordable.

  • Key Provisions:
  • Affordable Housing Requirement: At least 40% of residential units in a project must be affordable for a period of at least 30 years.
  • Administrative Approval: The Act allows for administrative approval of qualifying projects, streamlining the development process.
  • Preemption of Zoning Restrictions: Projects can preempt established density, height, and allowable use restrictions to facilitate affordable housing development.
  • Funding and Incentives: The Act includes funding and tax credits, tax incentives, and land use tools to support affordable housing initiatives.
  • How it Works:

Developers can propose projects that include a certain percentage of affordable units, and the state will provide administrative approval and potentially other incentives to make these projects feasible.

  • Specifics for Sun City Center:

As Sun City Center is located in Hillsborough County, any Live Local Act projects in the area must still adhere to the County’s Comprehensive Plan and Land Development Code regulations for multifamily developments in areas zoned for such use.

  • Ongoing Development:

As this is a relatively new program, information and guidance are still evolving, so it’s important to stay informed about the latest updates and clarifications. “

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
We will discuss this and next steps at the SaveSCC  informational meeting on March 27th at 6 pm in the Rollins Theater, 901 Cherry Hill Dr.
While I don’t believe they will be successful with a Live Local Act proposal, when big money is involved, strange things happen and we have a pro-business environment in our state.
Per Adam Gormly, Director of Development Service, Hillsborough County, “Regarding the Hillsborough County zoning districts that qualify for consideration under the Live Local Act, they are as you stated BPO, OR, CN, CG, CI, or M.  Properties with planned development or RSC-6 zoning are not eligible for consideration under the Live Local Act.”
The bottom line is we need volunteers to do the background work, everyone needs to stay involved and vigilant. We must prepare and be ready when ClubLink submits their project(s) and application to the County, and we all must make our voices heard by the county commissioners.
FUN FEST 2025
It was great to see so many of you at Fun Fest 2025.  It was a great day all the way around. Unfortunately, petitioning on CA property is no longer allowed but our postcard handout worked very well. We distributed some 700 postcards promoting our Save Sun City Center community efforts to stop development of golf courses at our special upcoming informational meeting on March 27 at 6 pm in the Rollins theatre.  We will also be available for donations for SaveSCC items (tee shirts, lawn signs, window slicks, or banners)  from 5:00 – 6:00PM and after the meeting.
Here is a link to the electronic copy of the postcard. Please share it with your friends, neighbors, HOA members, and club members, if you can. As you read below, you understand the urgency of getting the word out.
EMERGENCY SQUAD
On a completely unrelated note, I feel the need as a community activist to bring something to your attention that requires your action immediately.
The SCC Emergency Squad is a gem of our community that I am grateful for and would willingly pay $ 15.00 a year via my CA dues to support them with a continuous and dependable source of financial support to continue their work. They are experiencing financial hardships and difficulty securing volunteers. They need our support and need to help so they can continue to service our SCC CA community that has not provided the outstanding commitment and financial support that KingsPoint has. Please read this article from the Observer for more background but most importantly, go to the Emergency Squad office and sign their petition to show the overwhelming majority of CA members want SCC EMS Squad service and would approve adding $ 15.00 to their CA dues to support them.
TAKE ACTION!!!
Please distribute this important information to your friends, associates, HOA, club members, etc.  It is important everyone be informed on these important issues affecting our community.
Encourage those not directly receiving our email blast to Register  on our website SaveSCC.org under the tab Take Action.
Hope to see you on March 27th if not before. In the interim, be well and vigilant and get involved in continuing to make Sun City Center the awesome place it is!
IMPORTANT DEVELOPMENT! Save SCC Green Spaces Status – March 14, 2025
Hillsborough County received Notices of Intent for proposed projects under the Live Local Act.
Click each link below to view the specific Notice of Intent for each project:
 KNOW WHAT THE “LIVE LOCAL ACT” MEANS TO YOU !!!
This development project is proposed under the LIVE LOCAL ACT which may or may not be appropriate. As of March 6th, no actual project has been submitted.
The Live Local Act, passed in Florida in 2023, is a transformative housing policy aimed at addressing the state’s affordable and workforce housing challenges. Here are some detailed highlights:
  • Zoning and Land Use: The Act allows affordable housing projects to be built in areas zoned for commercial or industrial use without requiring rezoning. This provision overrides local government zoning restrictions, streamlining the approval process for developers.
  • Tax Incentives: Developers can benefit from significant property tax exemptions. For example, units serving households earning up to 80% of the Area Median Income (AMI) receive a 100% tax exemption, while those serving households earning between 80-120% AMI receive a 75% exemption.
  • State-Owned Land: The Act encourages the use of state-owned lands for affordable housing projects, making it easier for developers to access land for such initiatives.
  • Funding: The Act represents the largest investment in housing efforts in Florida’s history, with over $700 million allocated to affordable housing programs.
  • Workforce Housing: It incentivizes the development of housing for middle-income workers, addressing the “missing middle” in the housing market.
  • Long-Term Affordability: Projects benefiting from these incentives must maintain affordability for at least 30 years.
The Act has sparked a wave of new housing proposals across Florida, however further clarification as to applicability is required.
Please attend this Important informational meeting on 3/27/2025 in the Rollins Theater, 901 Cherry Hill Drive, starting at 6:00PM.
For any resident who would like Save Sun City Center items (t-shirts, window slicks, yard signs or banners), these will be available from 5:00-6:00pm before the meeting.
Ellie’s Notes – Save Sun City Center – March 3, 2025
Hello fellow Sun City Center friends, neighbors and interested parties. Hope you are enjoying this fabulous weather.
We are well underway with our preparations for our booth at Fun Fest 2025 this Saturday.  We will be in the red section in booth 58 and are looking forward to seeing and speaking with you.
I am asking you to attend a special, public SAVE SCC meeting on March 27, 2025 in the Rollins Theatre at 901 Cherry Hill Dr. to educate, inform and discuss our situation and how together we can rise up and defeat any development initiatives on SCC golf courses. Bring your friends!
It’s important to get everyone on board, up to speed and working for our success. This is a litmus test of your resolve!
Attached is the .pdf of a postcard we have at the printers for distribution at Fun Fest. We’ll be asking supporters to distribute these postcards around town to promote the meeting. You get the idea!
I also plan on an article in the Observer the week of March 20th as well.
I have been in touch with our County Commissioner’s office – Christine Miller, District 4 Commissioner, this over the last couple of weeks and since November,  to continue to seek support for our cause and clarification as to our plans and strategies to thwart any development submissions to the County.
But the key ingredient to keeping our golf course green is all of you. We must rise up together, do the work, be vigilant and thwart any proposed development project ClubLink tries to pursue to protect and preserve our green spaces, wildlife, scenic vistas, roads, infrastructure, quality of life, finances and health.
27 % of the homes, or 1,788 properties in Sun City Center Community Association’s geography, back up to golf courses. It’s everyone’s fight for the future of our awesome town!
Looking forward to seeing you Saturday between 9 and 2 at Fun Fest 2025!
Please share this email with your neighbor and friends. Getting the word out and people registered on our website for email communications is critical to keeping everyone informed.
Best regards,
Ellie Anderson
Ellie’s Notes from Save Sun City Center – February 21, 2025
Greetings Fellow Sun City Center Residents!
Despite a short cold spell, Sun City Center’s outdoor recreationists are in full swing on the golf course, at the pool, lawn bowling, pickleball, and other favorite outdoor activities around town. There’s no holding us back, and the weather has begun cooperating, too!
All that good activity brings us to Fun Fest 2025, which will be held Saturday, March 8, where again we will have a table and be engaging with folks who are interested in preserving our golf courses and green spaces from development. I will be in our Save Sun City Center booth, and I’m looking for recruits to join me as we engage with our supporters and newcomers who may not even know about our cause.
Whether you can spare an hour, or all day, from 9:00 to 2:00 during the event, we can use your help. Carol Hugill, our volunteer coordinator, will be out of town, so this year I will be chief cook and bottle washer for the festivities. Volunteering is a great way to support the cause and talk with like-minded people. So please, if you can help, call or email me at 312-282-7337 or getinvolved@savescc.org and I’ll get you on the schedule.
On another important front, we have achieved a new milestone and designation. We have received our IRS Section 501(c)(3)designation. For donors on a going forward basis, we are qualified to receive tax deductible bequests, devices, transfers, donations or gifts. So please, consider making a donation or bequest to support our work to protect our golf courses and green space by contacting me or donating at https://savescc.org/donate-to-savescc/. We will be updating our website in the future with our new IRS Section 501(c)(3).  Many thanks to our Treasurer John J. Newbury for making this happen! Kudos!
We are quickly approaching the three-year anniversary of ClubLink’s announcement on March 23, 2022, of their intent to develop golf courses in Sun City Center (see https://www.suncitycenter.org/clublink.html). But at this time, we have not seen any application for rezoning, which would be required for development on any course other than the North course, unless they try a submission under the Live Local Act. So far it has been a waiting game, but rest assured, they intend to profit from their investment, and we must be ready and vigilant!
Hope to see you March 8 at Fun Fest 2025!
P.S. – Please forward this communication to your neighbors and friends so that we can continue to keep folks informed. Thank you!
Ellie’s News July 2, 2024
Hope this note finds you all enjoying your summer.
The one thing we seem to be able to count on is that change is a constant.
While I don’t usually like to talk about politics, we are in the season of politics with a host of local actions and election related moves.
On June 11th, Mike Owen, our District 4 Hillsborough County Commissioner, resigned to pursue election to state office as State Representative from District 70 replacing Mike Beltrane who is not seeking reelection.
Christine Miller, a Republican, and  president and chief executive officer of the Plant City Chamber of Commerce, jumped from the crowded countywide District 6 race to run for Owen’s District 4 seat.
Then on June 26th, Governor Ron DeSantis appointed Christine Miller to the Hillsborough County Board of County Commissioners to Mike Owen’s vacated seat as commissioner in District 4
The field of Commissioner candidates as of June 26th  is:
This real-time information is available online at :  https://www.votehillsborough.gov/CANDIDATES/Local-Candidates
We’ll need to pay close attention and seek in person candidate opportunities in the coming months to confirm their position publicly relative to development in Sun City Center.  I encourage everyone to do so. I will also be speaking with some of our politically involved and connected folks in the community to get their take.
Johnathon Chavez called me on Wednesday and met with me privately and expressed his support for our cause.
I would suspect that given that our Commissioner seat is influx, ClubLink will not file any development rezoning application for Sun City Center until at least next year when the dust from the elections settles.
On the Pebble Creek Golf Course judicial appeal on the 5 – 2 vote denying rezoning approval for that residential development project in New Tampa, the original decision was quashed. See attached ruling.
Now the Commissioners must elect a new course – perhaps an appeal to the court’s decision, a reversal of their position or reopening the matter. The ball is in the Commissioners hands at this point. We have to wait and see.
In the interim, I suggest that we all flood the Commissioner with letters of support for preserving both Sun City Center and Pebble Beach from more residential development of existing golf course green spaces. That can be done via email via the County’s website.
We live in an awesome country that needs us all to be involved, participating citizens to create the future of our community, country and the world. Please do your part and be an informed voter and advocate for what you believe is fair, just and best for the common good of all our citizens.
That’s all I have for now folks!
Keep cool and enjoy your 4th of July.
Ellie’s News – May 24, 2024
Hello All,
Feels like summer is upon us with our Florida heat and humidity! Keep hydrated and seek air conditioning!
News from ClubLink’s 2023 Annual Report:
As you can see:  “Development options are being considered specifically for Sandpiper Golf Course.”
 ClubLink Annual Report 2023
In the same annual report ClubLink provided this update on The Woodlands Golf Course Project in Tamarac, FL:
“The Company is working with 13th Floor (a local real estate developer based in south Florida) to explore development options at the former Woodlands Country Club in Tamarac, Florida. This process has been managed by Morguard as part of its management services arrangement. The development plan that has been submitted includes approximately 335 single family homes. Zoning, land use, development agreement and site plan have all been approved. 13th Floor has now conveyed to the Company that it has waived on due diligence and the Company is intending to proceed to closing – anticipated in summer 2024. “
“The Company is working with 13th Floor (a local real estate developer based in south Florida) to explore development options at Woodlands Country Club in Tamarac, Florida. 13th Floor has now conveyed to the Company that it has waived on due diligence and is intending to proceed to closing – anticipated in summer 2024. The Company has the option of participating in this project by way of a joint venture. As a result, the Company has classified the property, plant and equipment from Woodlands Country Club as held for sale on the Consolidated Balance Sheet at December 31, 2023. “
As a side note, TWC Enterprises Limited’s Chairman, President and Chief Executive Officer, is also the Chairman and Chief Executive Officer of Morguard, a Canadian firm trading on the Toronto exchange under MRC. Morguard per their March 31, 2024 report owned and managed portfolio of assets valued at $17.8 billion. Morguard notes in their annual report ” Additional value is being created by our rezoning and development initiatives across multiple properties.”
In addition, ClubLink has invested over $10 million dollars in Real Estate Investment Funds with 13thFloor. Here are the details from TWC’s  annual report:
“The Company has invested $9,920,000 (US$7,500,000) in capital calls (US$10,000,000 total commitment) in a US-based real estate investment fund managed by 13th Floor (Fund IV) (2022 – $4,864,000; US$3,591,000). TWC has an approximate 9% interest in this fund. This fund primarily invests in Florida real estate projects. The Company recognized a valuation gain of $438,000 (US$331,000) on its investment in Fund IV (2022 – $1,734,000; US$1,280,000).
The Company has invested $1,323,000 (US$1,000,000) in capital calls (US$10,000,000 total commitment) in a US-based real estate investment fund managed by 13th Floor (Fund V). TWC has an approximate 5% interest in this fund. Fund V’s pipeline of deals is expected to consist of mainly multi-family and mixed use opportunities in Florida and South Carolina. The Company recognized a valuation decrease of $167,0000 (US$126,000) on its investment in Fund V (2022 – nil). “
I would not be surprised if there were ongoing discussions between 13th Floor and ClubLink as it pertains to Sandpiper but this is just educated speculation on my part. Only time will tell.
There is also local action on Sandpiper. Recent activity has been sighted on the course. ClubLink workers have been stripping and harvesting grass. Here are some pictures I received from a concerned citizen.
A number of folks have contacted Mike Owens’ office on the matter and have been posting updates on the Save Sun City Center Facebook page.
Here is the response sent by Mike Owens – Commissioner District 4 (our district) office to Denise Duperrault.  Others contacting Mike Owen’s office received similar responses.
Denise’s response from Michael Owens’ office June 6th..
“Good Morning, Denise,
We hope this message finds you well. We wanted to reach out to provide an update on the current situation regarding the Sandpiper Golf Course and Commissioner Michael Owen’s stance on the matter.
First and foremost, Commissioner Owen stands firmly against supporting a rezoning of the golf course into residential areas. We understand and share your concerns about preserving our community’s integrity and green spaces.
Regarding the current state of the golf course, we sincerely apologize for any challenges or inconvenience this may have caused. We recognize that the condition of the area has been a point of contention. However, it’s important to note that Hillsborough County is limited in its enforcement capabilities regarding private property.
That being said, we have taken proactive steps to address the situation. We have requested that both the Development Services Department and Code Enforcement Departments evaluate the current condition of the golf course and develop a plan to monitor the area going forward.
After an initial investigation, both departments found no violations of ordinances or policies. Nevertheless, they will continue to monitor the location to ensure all county ordinances are being followed.
In order to provide you with more specific information or address any questions you may have, we have provided your contact information to the Development Services Department. They will reach out to you directly to provide further assistance.
Please rest assured that we are committed to working on this matter and supporting our community to the best of our abilities. Your concerns are important to us, and we will continue to prioritize the well-being of Sun City Center.
Thank you for your understanding and patience as we navigate through this issue together.”
Our commissioners are aware but showing your opposition to the destruction of our neighborhoods, vistas and green space can never be stated or communicated too much to all the commissioners. Use their electronic tool click here.
On a completely different subject – Pebble Creek Golf Course in New Tampa, I had previously reported that GL Homes was seeking judicial relief after their plans for development and rezoning were denied by the Hillsborough County Commissioners in the 5 to 2 vote against approving their plans.  The hearing is today before the Honorable Judge Paul A. Huey.
The most interesting part of this case is the defense brief submitted by the Hillsborough County Attorney’s Office related to this case and how its basis is the protection of the existing neighborhoods. It is attached as a pdf. This should provide some interesting insight into strategies in defense of our green spaces and golf courses.
I’ll keep you posted as I learn more.
Interest has waned in our cause with time and regrouping is probably in order. ClubLink tends to like to do things when more folks are out of town for the summer.
The most important thing is that we all stay vigilant and keep a close watch on ongoing developments and be prepared to respond quickly when any filing relative to our golf courses occurs.
It is time to dust off our readiness plan and prepare. I am looking for a few good folks to devote their time to this task under my direction. If you are ready and able, please reach out to me via email at getinvolved@savescc.org.
Keep the faith, there is much to support our cause but people are the engine!
Save SCC Green Spaces Status – April 21, 2024
Ellie’s Notes April 21, 2024
Hello Fellow Sun City Center Neighbors and Friends,
As the weather begins to warm up, I hope these Notes find you all in good health and enjoying the approach of summer.
Please feel free to forward this email to friends who might be interested or have them register on our website for future communications.
We continue to watch for the release of TWC Enterprises Limited’s (the parent company of ClubLink) 2023 annual report, but it has not been published yet.
The only remaining ClubLink, USA, operating golf courses in the U.S. are in Florida. They are:
Eagle Trace – Coral Springs, FL
Palm Aire Country Club – Pompano Beach, FL
Club Renaissance Golf Club – Sun City Center, FL
Scepter Golf Club – Sun City Center, FL
Given that at their peak, there were 13 ClubLink operating golf properties in Florida, it seems that ClubLink prefers real estate development to operating golf courses, at least in this neck of the woods.
Interestingly, after two years from when ClubLink made their announcement about the changes they planned for Sun City golf courses, there have been no filings by ClubLink or a developer to proceed with any development or rezoning in Sun City Center or Kings Point to date.
The battle over Pebble Creek Golf Course in New Tampa Hillsborough County continues. The Hillsborough County Commissioners defeated the rezoning of the course on July 18, 2023, in a 5 to 2 vote, halting GL Homes’ proposed plan for some 250 single family homes in the community.
GL Homes has sought legal redress in the 13th Judicial Circuit court, seeking to overturn the Hillsborough County Commissioner’s decision. On Jan. 12, 2024, the County filed its response. No decision has been made at this point, but the County’s filing provides excellent input for our case against development of the courses in Sun City Center and Kings Point.
Another of our neighboring courses in Hillsborough County – Walden Lakes Golf Course in Plant City – is also seeking resolution after the Plant City Planning and Zoning team denied a Preliminary Plat request filed with them by Walden Lake, LLC , the developer.
We are continuing to monitor these situations as they proceed.
Stay well and stay cool until next time.
Save SCC Green Spaces Status – March 23, 2024
Ellie’s Notes – 3/23/2024
Hello Fellow Sun City Center Neighbors and Friends,
It was wonderful to see so many of you at FunFest. Your enthusiasm for continuing to oppose development in our community was so encouraging.  A special thanks to our great volunteers at our table, engaging with everyone.
Can you believe it? Two years ago today, we received ClubLink’s devastating announcement of their plans to develop residential housing on the golf courses here in Sun City Center. The details are available via the SCC CA website.
Although some in our community believe this is a done deal, IT IS NOT! ClubLink does not have the required zoning permission to develop on Sandpiper or Caloosa Greens golf courses. The only SCC course they own in Sun City Center zoned for residential development is the North Course with a zoning designation of RSC-6, meaning single-family residential with conventional 6 units per acre. And this has been the case for a long time and is not a recent change. Confirmation of this via email from the Hillsborough County Development Services Office is attached.
And although ClubLink promised they would be back to provide an update and more definitive details, that has not happened in two years. We are left to wonder and worry about when we will learn of their true plans and what we can expect at that point.  Although they indicated they are our community partner, they certainly have not acted in good faith.
In the meantime, our organization committed to the protection of our golf courses and green spaces, remaining vigilant by monitoring activities and developments related to our golf courses. We watch all redevelopment efforts throughout Florida and beyond, absorbing the information in the public domain and news about ClubLink.
We also are attempting to remain ready for ClubLink’s first public actions to proceed in Sun City Center. For example, we monitor all zoning applications affecting the Sun City Center area via the Hillsborough County email notification system. We also scour the Internet for any pertinent developments, including changes, challenges or legislative decisions like the Live Local Act that could affect any related filings for permission to proceed with development.
Sun City Center, since its founding by Del Webb in 1960, was designed to be a self-contained senior golfing community with a significant focus on outdoor recreation. Indeed, golf courses and outdoor recreation are part of the DNA of our community!
And it all began with the development and opening of the North Lakes Course in 1964, designed by Ron Garl and created by Del Webb, and continued through the development of Club Renaissance in 2002, designed by Chip Powell and developer WCI. These courses are an integral part of the community design and ethos, and they should never be developed as additional housing!
To further illustrate the point, I’ve attached scans of brochures from Florida Design Communities (1998)Florida Design Communities Sun City Center Brochure 1998
and WCI (2000)
May the force be with us as we fight to prevail!
All my news that is fit to print.
Today seemed like a good time to change it up. I’ve been asked repeatedly if anything is happening with ClubLink and their development plans? Are our efforts are “dead in the water?” The follow-up question; what is the prognosis for success?
Just the facts, two simple points
ClubLink has not submitted their development plans or application to Hillsborough County. We continue to receive notices on all applications filed and there has not been one for ClubLink. They have no zoning approval to proceed. They could try to leverage the Live Local Act to bypass the normal process but there is no indication of that to date.
Only they know their plan and timeframe and they are not talking.
ClubLink was invited by Mike Blaine and his organization of Club Renaissance residents to a community meeting coming up in March but I doubt they will show and they have not responded to his certified notices to them.
In 2009 the Greater Sun City Community Plan was published after some 20 public meetings, much discussion and information gathering and many revisions. On the SSC website, go to the Community Plan to read it. The plan clearly states that green spaces will be protected and expanded if possible. Tied in with this statement is the wildlife, water conservation, adequate health services for community members, transportation and quality of life. This is in direct conflict with ClubLink’s desires. Thank goodness for the foresight of residents who were able to see into  the future.
Second, the CA board is charged with protecting all existing stakeholders and not adopting contrary zoning codes to satisfy developers. In this case, the will of the people rules and additional revenue streams or an increased tax base should not come into play. As I interpret their mission, they are elected to guide and support the inhabitants of Sun City Center.
Strong and getting stronger every day
At the outset, our goal was to stand resolutely against obliterating more green space (golf courses) thereby protecting the investments of those who choose to settle in Greater Sun City Center. By taking this action, the wildlife, the clean environment, water usage, the roads, reasonable healthcare and the ability to be active would be safe from development and preserved for recreation use only in the future as needs and tastes change. This mission to protect our golf courses and green spaces will never change.
A group of extremely concerned citizens came together to try to block ClubLink’s unconscionable plan to close and development multiple courses in our community and block development of more than five hundred new homes on these properties (as if the area is not congested enough). We have a small active and committed group who are moving mountains, but we need more help if we are to ultimately succeed.
“Knowledge is power”
If you have a little time on your hands when not on the course, playing pickleball, going to CA Club activities, walking, running, at the gym, out with friends and family or vacationing, please join us. We specifically need good researchers and intelligent thoughtful individuals.  Just email to us  getinvolved@SaveSCC.org.
To understand what ClubLink is actually up to and how other efforts to develop have unfolded, Huron Bay, the Woodlands, and Palm Aire come to mind. We can learn from their strategies and mistakes and we will be ahead of the game. How does ClubLink operate in these situations and what signs do we need to watch for? Since the original plans were unveiled, we have not heard anything except the closure of Sandpiper last June 1, 2023. Can anyone find out what is going on? With seven golf courses at risk in one area, our community is very vulnerable as a potential goldmine for ClubLink. Are they working in secret, cutting deals to try to secure the agreement of the Zoning board and CA?
  • In the past, the CA has made decisions regarding these courses without consulting the membership. We have new people on the board and want to know what they are thinking and doing? Is anything going on behind the scenes at the CA or are they just as much in the dark as we are? The ClubLink wagons are circling, and we need to be armed and ready for the fight.
  • In the end, if and when we succeed, and ClubLink is prohibited from touching our courses, what happens? We must have a plan or options in place. If you are a strategic thinker and accustomed to long-range planning, please join our “we won, now what” committee or one of our other vital committees.
“ More hands make lighter work.”
The Live Local Development Act
So this is where we are. The signs are encouraging and we think right is on our side but we know nothing can be taken for granted. Keep encouraging friends and neighbors to sign petitions. There is much work to be done to load our quiver with facts and a compelling legal case against development.  Preparation, good intelligence and well-conceived actions and plans are essential to our success.
While we have made great progress and are continuing to improve our information base, we still have much strategic work to accomplish.
Many of us will not rest until our community is safe but we are burned out, sick, and exhausted and need more people willing to serve. Help us keep pushing the boulder up the hill. I’m really tired and I need you!
If we fail to resist, others would be far too quick to go along and approve ClubLink’s plans.  Please don’t let that be our fate. Get Involved Now!
ClubLink has too much to gain and we have too much to lose. This could be a long, protracted, and very resource (time, dollars and scope) intensive struggle. They spent over $10 million to pursue Glen Abby before giving up, what do you think they’ll do to have their way with 7 golf courses in one community?
Connect with us via email at GetInvolved@SaveSCC.org.
If it is to be, it is up to “we”! And you are part of “we”.
Ruthie and I will be out of the town cruising over the next two weeks but will be back and reinvigorated by mid-March.
All the best !
