SAVE SCC, INC. – HELP WANTED: Professional Wetland Scientist, Hydrogeologist, or Stormwater Engineer (Sun City Center OR KP Resident)

Are you a retired environmental scientist, hydrologist, or water resources engineer? Your community needs your professional expertise right now.

ClubLink and its development partners have initiated the regulatory process to develop the North Lakes Golf Course by filing a petition for a Formal Wetland Determination with the Southwest Florida Water Management District (SWFWMD Application #941993).

Under Florida administrative law (Chapters 120 and 373, F.S.), public sentiment, emotional appeals, and general objections carry zero weight with regulatory staff or an administrative law judge. The only currency that stops unlawful encroachment, protects our 1,000+ course-adjacent homes from catastrophic flooding, and forces developers to prove zero adverse offsite impact is Competent Substantial Evidence (CSE).

Save SCC is seeking qualified working or retired professionals to serve as technical advisors and potentially provide expert oversight as we prepare more formal administrative challenges.

Areas of Expertise Needed
Professional Wetland Scientists (PWS) & Botanists: Familiar with the Statewide Wetland Delineation Methodology (F.A.C. Rule 62-340) to audit developer-submitted flagging, test pits, vegetative classifications, and depressional boundary lines.

Professional Geologists (P.G.) & Hydrogeologists: Experienced in analyzing soil core samples, identifying relict hydric soil matrices, and establishing true seasonal high-water elevations (SHWT) across fairway low spots.

Professional Engineers (P.E.) & Stormwater Modelers: Skilled in watershed hydrology (ICPR, HEC-RAS, SWFWMD ERP criteria) to review whether replacing pervious turf with impervious roofs and roads threatens adjacent drainage systems.

Former Regulatory Agency Staff: Former SWFWMD, Florida DEP, or Hillsborough County EPC reviewers who know the precise technical rules, documentation standards, and agency review timelines.

The Mission
Audit Application #941993: Review the developer’s soil borings, historical aerial interpretations, and proposed jurisdictional wetland lines.

Identify Fatal Flaws: Pinpoint unflagged hydric soils, seasonal ponding zones, and mischaracterized water hazards to restrict the legally buildable footprint.

Partner with Legal Counsel: Work alongside Save SCC’s specialized land-use attorneys to produce legally sound, peer-reviewed technical reports and sworn testimony that withstand scrutiny in formal DOAH administrative hearings.
